Hobbs Bay Marina

In early May 2024, we submitted an online application to the Ministry of the Environment under the (pending legislation) fast-track approval process. The application includes draft planning information for a proposed future Marina at Hobbs Bay. Currently we have only draft information available to the public as we prioritise and progress the 88-lot residential development at Hobbs Bay Estate.

Our proposed marina development plans include a 310 Berth Marina, a Public Boat Ramp, and an enhanced beach at Hobbs Bay. This development is akin to what we delivered at Marsden Cove, an integrated marina and canal development with public amenities like a boat ramp and man-made beaches. These features provided residents with premium lifestyle amenities perfect for boating, water sports, swimming, and more.

What is included in the plans for the proposed marina development?

Our planning is currently in draft form and is expected to evolve. Presently, the plans include a 310 Berth Marina, featuring 10 Superyacht Berths, a Public Boat Ramp, and an enhanced swimming beach at Hobbs Bay. This new marina will be adjacent to the existing Gulf Harbour Marina and may also include minor associated commercial facilities such as marine retail shops and a café, as well as a public beach recreation and swimming area. Notably, no industrial services or haul out and boat servicing facilities are planned.

Why submit plans under the fast-track approval process?

Once the subdivision at Hobbs Bay Estate is completed, the opportunity to expand with a marina development would be considerably more challenging. Our research indicates a significant shortfall in boating facilities in the area, with notable delays in trailer boat access for both launching and retrieval causing frustration among the local boaties. Our proposal is designed to alleviate some of this frustration and help address the existing undersupply. Such opportunities are rare and there are few other suitable locations for a marina in the Auckland region.

Will there be public parking for the access to the boat ramp?

Through careful planning we will ensure the public has access to suitable parking and manoeuvrable space for the launching and retrieving of trailer boats.

What will the Beach within the Marina look like?

These spaces offer the local community a range of activities, from swimming to water play and beyond. Our commitment is to deliver a world-class amenity that everyone can share and enjoy.

What is the environmental impact of the marina, and how will it affect New Zealand's marine ecosystems?

Investigations have been undertaken by our ecologists who have advised that the marina will have minimal impact on local marine life, including fish, sea birds, and protected areas such as Kotanui Island marine reserve.

How much will it cost to rent or lease a marina berth in the marina?

This is yet to be determined as we as still in the early stage of design.

Will there be amenities such as fuel stations, restaurants, or shops at the marina, etc?

At current, there will not be a fuel station at the marina, as this service is already available at Gulf Harbour Marina. Current plans include waterfront amenity offerings such as a restaurant and retail shops, even a possible space for Coastguard, Fisheries etc.

What is the size and capacity of the marina, and how many boats will it accommodate and what amenities will be available to boat users?

• Currently we estimate that there will be between 300-340 berths ranging from 14m to 35m, as well as berths for super yachts.


• We are investigating a membership-based boat ramp with trailer parks available.


• A Hard stand and haul out facility may is also being considered in the design.

What impact will the marina have on local traffic and infrastructure.

We have engaged engineers, who have determined that there will be minimal changes to traffic/ vehicle movements, and the current roading networks should be sufficient. Our engineers have also determined that the marina will not place additional strain on the wastewater and water network, as upgrades to the existing pumpstation will also accommodate the marina.

What safety and security measures will be in place at the marina?

The marina is planned to be open to the public however there will be security gates and cameras on the main pier walkways to keep boats safe and secure. The marina will be required to manage and administer the necessary health and safety equipment and procedures. Coastguard may also have an operational base at the marina, and will be able to assist in maritime emergencies.

Will the marina be operational year-round or only during the summer months?

Yes the marina will be operational all year.

What regulations and permits are required for the construction and operation of the marina in New Zealand?

Hopper Developments are currently in the process of submitting a Fast-Track referral application for the marina. Various consultants have been engaged in a number of disciplines to ensure that all of the required criteria is being addressed in accordance with NZ code of compliance and law.
